To me looks like we should split the ftp team in two. One for the new queue 
handling, one
for the infrastructure.
If existing teams aren't interested in making the infra better, people can join 
without having
to know about licenses, trainees, and so forth.

To me, as example, I *really* would like epoch bumps to go in binNEW, to avoid 
accidental
bumping.

+ everything you said, let's create a new team just for the code and one for 
the reviews of copyrights.
(Existing members will be part of both teams, new members will have to choose 
eventually)

Also OTOH, existing members interested only in copyrights won't be bothered by 
people interested in code
(I'm not blaming you Sean! Unfortunately I couldn't find a better way of saying 
this, I mean that
the current situation is bad for everybody in my opinion, on both sides)
