IMHO whenever there is no clear majority in the TC (let's say 3:1), the TC should use its power under 4.2.1. to propose a GR instead of making a decision. Past TC casting vote decisions that come into my mind are systemd and merged /usr. It would have been faster and less painful for the whole project had such decisions started by involving the whole project in a structured 2 week GR discussion followed by a democratic vote, instead of having years of mess and bad blood after a TC-only decision. > smcv cu Adrian
