This GR is not amending Debian policy, it's setting a technical requirement at a more fundamental level, which has never been used to set technical requirements in Debian before. So it's not clear, at least to me, that the release team would have the power to make that distinction if this GR passes. Bypassing the policy process, locking Debian into a technical decision which would require another GR to change, etc -- this GR is wading into uncharted waters without much concern for long term results. -- see shy jo
