I believe that one of the arguments used is that by doing so, the RT would be overriding a foundation document, and developers cannot do so without $higher_power. Note: I'm not giving any opinion either way as to what a FD vote means. Personally, I think it's a 'send it back to the drawing board' item, and I'd need to further think about that that entails regarding the current position.
