The analogy has been made to the judiciary. A panel of judges works on a majority rule basis, as a rule, and issues an order for every case giving its disposition. The Wikipedia arbitrators similarly have a clear and published process, with clear and published statements about the current progress of cases, and give clear and published decisions.
