Sorry, I don't see how you jump to that conclusion. It's pretty clear that: - the mentorship process to get DM rights would impose the same level of review than currently and that the quality of the training of DM is entirely up to the sponsor (some may believe it's not enough, but then it's a separate discussion as it's already the case, with or without DM) - the DM do agree with our goals, it's been said that they have to show their support of the DFSG and social contract - the process will allow to remove upload rigths to DM who have been granted right while they weren't ready yet - in the end, if they need less knowledge in general, they will still have to have a very good knowledge for the specific part of Debian that they are planning to maintain.
