DVDs are the most obvious answer.
Another that comes to mind are people who distribute PCs pre-loaded
with Debian. Even people who charge for access to internet archives
need to look.
Note that the point is that sometimes packages in non-free may *not*
be included on CDs (it's happened before, I don't know if there are
currently any)
