Hi,
We have 838 valid keys in the keyrings[1]. Please note that
there are some people who have both a PGP and a GPG keyring, and
others have one and not the other.
We have 1139 unique records in LDAP that have a
fingerprint[2], out of which 1138 are in class debiandeveloper[4]
However, only 1116 records show that the owners belong to
group 800[3].
Correlating results from [1] and [2], I count 831 unique
individuals who are eligible to vote in these elections.
Q = 1/2 * sqrt(831) = 0.5 * 28.82707061 = 14.41353531
Quorum = 3 * Q = 43.2406059, or, rounding up, 44.
