My invitation for suggestions went out in pretty much every
draft. Raul made none. Presumably he didn't have any to make.

I don't have the faintest idea why he duplicated some of them. NIH is
my best guess, or possibly as cover to hide changes in meaning
(PATRIOT 2, anybody?).
