No it doesn't. It merely impedes it. I think this is the root (canal?) of your argument's problems.
And adding entries to /etc/apt/sources.list grants other people root access to your system. There's a trust issue here.
Also, there's the namespace issue Ted T'so mentioned.
These problems already exist and need to be addressed, regardless of how this GR proceeds.
