Pretty simple, it means that the /etc/host is checked first before
consulting the name server, which is actually the normal approach, this is
good if you would like to make some entries which only should be there for
your personal use.... e.g. make an entry of www.makemoremoney.com and give
it the ipaddress from ebay.

so when you fire up mozilla type in  www.makemoremoney.com the name will be
looked up first in the /etc/host if it's there the name server normally is
not asked....
