OK, thanks to the suggestion for MultiKey, but I myde my way through the
jungle myself and solved this the generic way: I have added to the file
/etc/X11/xkb/symbols/de

    key <AD11> {        [ udiaeresis,   Udiaeresis      ],
                        [     aring,    Aring           ]       };

and I can now access � and � by pressing AltGR+� and AltGR+Shift+�,
respectively.
