The config.h file is created as part of the process of compiling a kernel. /lib/modules/.../build is expected to be a symlink into the kernel source tree which will pick up the config.h from the kernel compilation. AIUI to build the qce-ga driver you will need to have at least some of the kernel source installed as well, and of course it will all need to be consistent with what kernel you are actually running.
