I am not sure that your statements are accurate. The version numbers
above seem quite close to the version numbers you suggest.
It depends on how do u measure this, for example smartmontools released just
every two years and then with a lot of new usefull things and bugfixes.
But it was just examples, I was wondering if package-update to new versions
happends automagicly. And if not why..
It does not happen automatically, every new release of a software need
to be reviewed beforereleasing it as the debian package.
Upstream (software dev) can introduce breaking changes, security issues,
license change and so on. Remember XZ story?
However there are tools which allow one to streamline packaging, so it
is automatic to some extent.
