Nothing depends on linux-image-amd64, so presumably you installed it
yourself. In which case, as   man apt   says: "Packages which you
have installed explicitly via install are also never proposed for
automatic removal."

People install linux-image-amd64 because it depends on the latest
version of the appropriate image, so causing the latter to want
to be installed as an upgrade.
