I believed that main limitation is that extensions can not execute any code to decide if specific network request should be blocked. Old API will be available for some time for extensions installed through policies to give more time for enterprise customers to migrate.
Remote code is really forbidden in mv3, but I am in doubts if it is applicable for dynamic declarative net request rules. I expected that extensions still may download and apply them. (Of course it is less flexible than executing custom code.)
