It is. Joey (original author) was very keen to have the "antitheme" as the default (his rationale is here: https://ikiwiki.info/todo/Modern_standard_layout/)

There's a theme OOTB called 'actiontabs' which is more palettable; I can't find a good example of that in use in the wild. (the thumbnail of it on the main site is laughably small: https://ikiwiki.info/themes/actiontabs_small.png).

Some other sites I know of running IkiWiki, to give an example of the extend to which the appearance can vary, are https://anarc.at, https://jmtd.net, https://dep-team.pages.debian.net/ and https://feeding.cloud.geek.nz/ .
