Debian doesn't, ifupdown does, which is perfectly believable since ifupdown is quite an old package with not many people working on it. It simply hasn't been updated to stop using brctl. There are a lot of things like that with ifupdown. You may have more luck using systemd-networkd or network-manager or just your own scripts to configure networking. There is nothing special about "ifupdown" (/etc/network/interfaces) in Debian; it's just one of several ways to manage your networking and for many people not even the best way.
