I've not yet used systemd-tmpfiles but the first thing that comes to my
mind, if I had to use it, would to be very careful and mindful of the

It seems you need to explicitly enable it. You may have a look into the
Debian bug tracker, the Debian git repository for the package, dev
mailing list archive to figure out if the timer is disabled intentionally.
