Debian usually applies a minimalist philosophy and installs as few
package as possible.  If one installs Debian using the installer and
choose everything as default (which will be in U.S. English) no input
method is installed, unless one chooses one of the localized
installation language (e.g. Chinese, Japanese, etc.) in the installer or
explicitly installs one of the localization tasks
(e.g. task-chinese-s-gnome-desktop, task-japanese-gnome-desktop) or
localization of specific application (e.g. firefox-esr-l10n-zh-cn,
firefox-esr-l10n-ja).

How did you install Debian (e.g. in which language, which environments
are installed)?  And which Japanese input method is installed on your
system?
