He doesn't. The vast majority of those kernel packages are in the "rc" state (removed, but configuration files are not purged). Most likely caused by automatic removal of old kernel images by apt autoremove. At some point, the OP might want to purge most of those, just to clean up the list and free a tiny bit of disk space. But it's not urgent.
