Look at the package page, then developer page for gitlab and then for
its dependencies.
You'll find that ruby-sidekiq has yet to hit sid - it's still in
experimental. No idea why the delay; Dev page offers little
explanation (which is unusual).
As Dan suggests; Talk to the people directly involved.
