Well, yeah. That's not a default setting, but indeed, if you have stuff in user home directories that you wanted to share (~/public_html/ directories, or these dictionaries), you'll need to add at least +x permissions on the home directory(ies) in question. You still haven't told us what kind of failure you're seeing with your dictionaries. Is there a specific error message? What does it say?
