The standards are determined by government entities. The question is how accurately a given time zone reflects the decisions made by the government entities within a given political space. If America/New_York more accurately describes the tracking of political timekeeping within the Eastern part of the United States (with specific exceptions, e.g. Kentucky) than EST5EDT does, then America/New_York should be preferred for most purposes.
