Mine does:

$ dlocate /etc/init.d/hostname.sh
initscripts: /etc/init.d/hostname.sh
$ apt-file search /etc/init.d/hostname.sh
initscripts: /etc/init.d/hostname.sh

At least in current testing+stable, it's contained exclusively in the
'initscripts' package. My guess is that a machine running systemd will
not include that package, and therefore will not have this script.
