See latest threads with the "mdns" keyword. Despite mDNS-SD (e.g. printer discovery) does not necessary mean link-local addresses, 169.254.x.y is a fallback (so falls under the zeroconf umbrella). Do not neglect the IPv6 thread started by Gene as well.

Besides avahi-autoipd, link-local addresses may be assigned by systemd-networkd, dhcpcd, NetworkManager.
