Nope, that's not required. Whenever 'same network' is actually 'same L2
network segment', or 'same L3 IP subnet'.
Because it's totally possible to configure CUPS to use known IPP
destination without discovery, like this:

lpadmin -p myprinter -E -v ipp://<real_printers_ipv4_here>/ipp/print -m 
everywhere

Discovering said IP is another story of course.
