It sounds like you are trying to upgrade directly from Debian 9 to Debian 11. Doing so is not supported because it would skip an intermediate major Debian release. You have to first follow the documented upgrade process from Debian 9 to Debian 10 (buster), then from Debian 10 to Debian 11 (bullseye).
