BootOrder says that CD should be tried first. Do you have something like "Fast Boot" option in firmware settings (earlier called BIOS)? If so I suggest to disable it. Check that boot from CD is enabled there.

If the timeout setting is respected by firmware, you may try to increase it to e.g. 10 seconds. Likely 1 second is not enough to spin up CD.

I have no experience with Dell and I am not aware that some kind of idiosyncrasy that has to be taken into account.
