Start by going to the package's bug page: <http://bugs.debian.org/mailman3> At the bottom of the page, there's a form with several fields. Change the "Select bugs" dropdown from "in package" to "in source package". Now verify the name of the source package that mailman3 comes from. In this case, the source package name is also mailman3, so you can leave that alone. Finally, change the last dropdown in the "Misc options" section from "Unarchived" to "Archived".
