Looks like the situation on jammy (22.04) is as you say. However, not so for focal (20.04): http://archive.ubuntu.com/ubuntu/dists/focal/main/installer-amd64/current/ I downloaded the mini.iso last year and upgraded to jammy. -- Brian.
