I suspect that's a rhetorical question, but just in case it's not;

The idea is to promote the use of more complex passwords that should be
harder to guess.  Of course, they're still likely to be machine
guessable within a reasonable amount of time.

The worst thing is that some web sites don't mention such requirements
and the poor user (PanosGR in this case) will be left guessing as to what
is required.

I also realise that I didn't mention in my previous post some web sites
put password size limits in place (both min and/or max).
