In this case you probably got an "i386" ISO image for 32-bit systems. Try one of the "amd64" ISOs at https://cdimage.debian.org/debian-cd/current-live/amd64/iso-hybrid/ Their EFI partition is supposed to contain /efi/boot/bootx64.efi (I have debian-live-11.1.0-amd64-xfce.iso here and expect no change in the newer 11.2.0 ISO.)
