Based on the explanation on the page referenced, I would guess that it
is a bare minimum installer to have the basic OS running

It not the wrong one.
It just an easiest and fastest way to install Sid

I think whoever made the decision to provide this mini.iso
is an amazing guy.
However, it needs to be documented better in regards to the
"SID" install.
