Personal hotspot over wifi works for me on Debian 10.6 and iOS 14.2, however USB-tethering does not. The issue is discussed here and a fix proposed, and according to which it is a Linux problem (or at least not affecting Windows 10) https://github.com/libimobiledevice/libimobiledevice/issues/1038
