Afaik, there is no single ISO which contains all packages. The usual advice is to download the first three DVD sized ISOs. In case of 64-bit x86 computers: https://cdimage.debian.org/debian-cd/current/amd64/iso-dvd/ But there are sets with large volume sizes, so that already the first ISO of the set contains about everything you might ever want to install: 16 GB: https://cdimage.debian.org/debian-cd/current/amd64/jigdo-16G/ 25 GB: https://cdimage.debian.org/debian-cd/current/amd64/jigdo-bd/ 50 GB: https://cdimage.debian.org/debian-cd/current/amd64/jigdo-dlbd/ They need program jigdo-lite for download.
