I used the command (modified to your setup):
dd if=/dev/hdb1 bs=512 count=1 of=/boot/bootsec.lin
on my Debian Woody, copied the file bootsec.lin to C:\ and added
the following line to BOOT.INI for WinXP
C:\bootsec.lin="LILO"
and all works.
