Have you tried aptitude install vlc -r yet? That switch on the end
installs additional recommended packages.
didn't know about that. didn't yield very much (line wraps ahead):
sudo aptitude install vlc -r
vlc is already installed at the requested version
(1:3.0.10-dmo0+deb10u1)

No packages will be installed, upgraded, or removed.
0 packages upgraded, 0 newly installed, 0 to remove and 0 not
upgraded.
Need to get 0 B of archives. After unpacking 0 B will be used.
If your /etc/apt/sources.list file hasn't got the non-free
repositories enabled you may want to do that too.
Q4OS puts everything in /etc/apt/sources.list.d/; always makes me a
tad nervous. anyway, one of the files there, '20_debian.list' has
non-free on all the active lines.
will quote it for good measure (some line wrapping):
# Q4OS essential repository
# **** !!! NEVER touch this CRITICAL system file **** !!!
deb http://ftp.debian.org/debian/ buster main contrib non-free
##deb-src http://ftp.debian.org/debian/ buster main contrib non-free
deb http://security.debian.org/debian-security/ buster/updates main
contrib non-free
##deb-src http://security.debian.org/debian-security/ buster/updates

# buster-updates, previously known as 'volatile'
deb http://ftp.debian.org/debian/ buster-updates main contrib non-free
##deb-src http://ftp.debian.org/debian/ buster-updates main contrib

##deb http://ftp.debian.org/debian/ buster-proposed-updates main
contrib non-free
##deb-src http://ftp.debian.org/debian/ buster-proposed-updates main

# mirror chooser service - experimental

(not sure what that last set of entries does.)
