If there is a comand named "needrestart" (I don't see it on my Wheezy system), then presumably a (bash?) script could be written to automate a restart. (If I did it (which I won't), I'd make it present its results to the user / administrator and ask for confirmation, and/or use that command that warns users that the system is about to be shut down.)
