I really have to wonder whether the COMPLETE block at the web server level is the most appropriate way to handle whatever issues are being seen. >From a user's point of view, it would be nice if they could just block page edits, and not page views. In any event, if the complete 403 blocking is deemed necessary, it would be best if they could add some text to the 403 message, telling users whom to contact about the blacklist.
