And, if MoinMoin allows templates to start new pages (some wikis do -- Foswiki / TWiki for instance), the template could contain the text / code to create a link to a discussion page (and maybe create the discussion page, as well, which in many wikis just requires that a link to even a non-existent page will create that page on clicking the link (Foswiki / TWiki again).
