It's more complicated than that.  It was actually removed from buster
during the testing phase, and then reintroduced after being modified
to give an error message when started under Wayland, instead of simply
failing to do anything at all.

It came really, super close to not being in buster at all.

There was a huge discussion of it here, 6 months ago, when it was
