Don't underestimate how quiet a fan can be -- I recently switched the fan/heatsink that came with my CPU for a "be quiet! BK010 Shadow Rock Slim" CPU cooler, and my machine is now nearly silent. My air conditioning vents are louder (but, I'll mention that since I live in the desert I have evaporative air conditioning, so my AC vents have to move quite a bit of air).
