It's locally installable: $ apt-cache search debian handbook debian-handbook - reference book for Debian users and system administrators debian-kernel-handbook - reference to Debian Linux kernel packages and development debian-kernel-handbook-ja - reference to Debian Linux kernel packages and development (Japanese) My local copy is dated as last updated 2018.08.30 (which implies it's not something useful that was created then abandoned, yay). Once installed, it's found here: /usr/share/doc/debian-handbook/html/ That presents a list of 20+ language options. A random peek inside several shows that it *appears* that it's *fairly* safe to universally say, "After making a language choice, click on index.html to get the party started.
