Yup, reportbug works fine here and I can see how that might be an option, however the error message was fairly specific: "write to ow...@bugs.debian.org".
The team managing the service could of course change the message to suggest reportbug, however that would require a running Debian system and it's probably overkill compared to an autoresponder.
Unless one of those people comes here and explains the rationale behind the current situation, I'm already satisfied by Steve's earlier explanation.
