obviously you need a route from 192.168.42.0 to 192.168.43.0
since you want the cell phone to be the router - I ask myself - what OS does
it run and can you modify the routing table on the cell phone?
Also the subject is not correct as you already connected them. Perhaps use
something like
"how to route network traffic between 2 PCs when connected to a cell phone"
