I did not encounter this issue myself, so I cannot tell for sure, but some posts I have been reading seem to suggest that modifying the permissions of the file /etc/apt/trusted.gpg might help with this. It seems that on Jessie this file's permissions are 0600 (meaning only owner (root) may read and write this file) whereas in stretch it should be 0644, which means that the owner (root) can read+write and group&other may read the file.
