Looks to me like this may be a manifestation of
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=860543
just fixed yesterday. Have you tried including noresume on your kernel cmdline?
Have you updated and rebuilt initrd since that bug fix reached the mirrors?

Do both of the other installations still boot normally (no swap waits) since
completing the new installation?
