All seems well here; Synaptic functions normally with Debian
testing/KDE. Last updated this afternoon.

Thanks Floris, but python-apt was not the fix. :(
I think Synaptic would be a good bet for the most liable to break app in
Debian's repos, the number of bugs filed against it are huge.
But like you say, it will be fixed soon. :)
