Bah, you're right. This is a long-standing request (since 2008!) in the Gnome BTS <URL:https://bugzilla.gnome.org/show_bug.cgi?id=539347>. The sticking point appears to be that Evince fundamentally assumes the document naturally has pages, whereas EPub presents a continuous document.
